Mission & History






GPEIG Bylaws

(Current, as adopted in 2003)


  1. Whereas, globalization is the process of growing economic, political as well as cultural interconnectedness that are embodied in trends transnational in scope with global impacts, albeit experienced differently by localities and nations, and;
  2. Whereas, the relevance of planning in this new context is validated by the extent to which it reflects, in teaching and practice, an understanding of these interconnections differently affecting individuals and institutions at the local, regional, national and international levels, and;
  3. Whereas, the U.S. as a major actor influencing this new context and simultaneously being vulnerable to its varying outcome needs planners who can appreciate the dual impact of globalization on planning capacity, and;
  4. Whereas U.S. graduate planning programs continue to attract international students, many from low income countries, seeking education that will prepare them to address planning challenges in countries vastly different from but nevertheless inter-connected to the U.S.; Therefore be it resolved . . .
  5. The “Global Planning Educators Interest Group” (GPEIG) be formally established and recognized as an advocacy group within the association of collegiate schools of planning and be subject to the following by-laws:


  1. The GPEIG seeks to promote a new form of planning education that prepares students to appreciate the multiple linkages between particularities of local circumstances and general global trends, and thereby cultivate a new planning sensibility which is responsive to both local and global concerns. This new sensibility, we advocate, is essential for planning responsibly in an interconnected world where the notion of citizenship (social rights and responsibilities), traditionally defined by local and national territories, must now be broadened to acknowledge multiple allegiances from local to the global level.
  2. The GPEIG seeks to promote deliberations among faculty and students of ACSP, and between ACSP and other planning educators groups from around the world to enhance the awareness of how transitional interconnections not only shape local problems but also create opportunities for collective problem solving. We consider this joint intellectual engagement a necessary condition for cultivating international understanding which respects particularities of local preferences as well as the need for universal norms.
  3. The GPEIG seeks to encourage a new form of knowledge production which is non-hegemonic, relies on comparative studies which reject the “us” versus “them” approach in problem analysis, and emerges from cooperative research and teaching effort of planning educators around the world, aided by recent innovations in information and communication technologies.
  4. The GPEIG seeks to contribute to equalization of the current unequal system of production of knowledge about the world as well as to its distribution, storage and use through collective deliberations, joint production, and resource sharing with planning educators around the world. We seek a more egalitarian approach to the demarcation of intellectual property rights and credit sharing necessary for constructing a sustainable international knowledge production system.


The GPEIG membership shall consist of any active member of ACSP, or of a cognate association (e.g. AESOP, etc.) with a recognized interest in international development planning, globalization and planning. To make such interest recognizable, any member should notify the current chair of the GPEIG and request membership.


To support the goals of the GPEIG, a system of membership fees or dues may be implemented according to the preferences of the membership and subject to the by-laws of ACSP.

Business Meetings 

The GPEIG will meet in plenary at each annual meeting of the ACSP to conduct the general business of the Group. Other special meetings that focus on specific issues may be convened from time to time at various locations.

Periodic Newsletter (Transitioned to Website in 2016)

To facilitate communication between members consistent with the goals of the GPEIG, the GPEIG will periodically (at least one time per year) post a newsletter on the internet containing information of general interest to membership of the Group. 

At the 2016 Business Meeting GPEIG bylaws are to be revised to reflect the transition of the newsletter content to the website, recognizing the website as the group’s communication tool to disseminate news and achievements of the membership.


  1. The GPEIG shall be democratically self-governed with all decisions reached by consensus or by majority vote of the membership. Leadership will be provided by two co-chairs and a treasurer (if membership dues are collected).
  2. Two co-chairs shall be elected by majority vote each to serve a staggered two-year term, each overlapping the other by one year. Accordingly, a new co-chair shall be elected at each annual business meeting of the GPEIG to replace the co-chair whose two-year term has expired.
  3. The co-chairs shall share the following responsibilities: 
    3.1. Preside over annual business meetings of the GPEIG; 
    3.2. Promote GPEIG membership and organization growth; 
    3.3. Represent the GPEIG before the ACSP Executive Council and other organizations outside of ACSP; 
    3.4. Propose and organize GPEIG activities and committees as deemed necessary by the membership; 
    3.5. Coordinate GPEIG participation in the ACSP International Development Planning track of the program of the annual ACSP Congresses; 
    3.6. Communicate with other regional associations of planning schools; 
    3.7. Edit and disseminate the newsletter. 
    3.8. Other responsibilities as may be deemed appropriate by the membership.
  4. If the GPEIG chooses to raise funds by establishing a membership dues or fees system, then the Group shall elect a treasurer to serve on a two-year renewable term. The treasurer shall not be either of the co-chairs. The duties of the treasurer will include: 
    4.1. Maintain an FDIC insured bank account on behalf of the GPEIG; 
    4.2. Maintain financial accounts of all money transactions involving the GPEIG account; 
    4.3. Make annual reports to the membership at it business meeting on the financial status of the Group; 
    4.4. Make quarterly reports to the co-chairs of the financial status of the Group; 
    4.5. Represent the GPEIG before the ACSP Executive Council on any financial matters.

Ratification & Amendments

These by-law must be adopted by a two-thirds majority vote of the membership. Once ratified, it may be amended at any time by a two-thirds majority vote of the membership.


The Association of Collegiate Schools of Planning promotes education, research, service and outreach in the United States and throughout the world by seeking to:

  • recognize diverse needs and interests in planning;
  • improve and enhance the accreditation process, and;
  • strengthen the role of planning education in colleges and universities through publications, conferences, and community engagement;
  • extend planning beyond the classroom into the world of practice.
