LOUISIANA RECOVERY AUTHORITY

Director of Community Planning

The Louisiana Recovery Authority (LRA, www.lra.louisiana.gov), located in Baton Rouge, LA,  seeks a full time Director of Community Planning to lead the agency’s work on community recovery planning issues across Louisiana.  As the state agency responsible for oversight of recovery programs in the aftermath of Hurricanes Katrina and Rita, the LRA coordinates with federal, state and local governmental partners as well as non-profits and foundations engaged in recovery efforts.  The Director of Community Planning will be responsible for the following: 

bulletServe as the state’s liaison to parish and municipal governments on community recovery planning issues and programs
bulletServe as the Interim Executive Director for the Office of State Planning and oversee the strategic planning, staffing plan, and operating budget for the transition of the office into a permanent cabinet-level office.
bulletOversee the continued approval process, outreach, and monitoring of the Long Term Community Recovery Program
bulletOversee community redevelopment policy for state-acquired residential properties though the Louisiana Land Trust (LLT)
bulletOversee the implementation of the Parish Planning Capacity Building Program
bulletCoordinate with Louisiana Speaks to ensure implementation of key recommendations and top priorities, and coordinate with the Center for Planning Excellence (CPEX) on statewide planning projects
bulletShare the status of long term community planning initiatives with the LRA Board and the public

Preferred qualifications: Master’s Degree in Planning and seven to ten years of progressively responsible professional planning experience, or an equivalent combination of education, training and experience. Knowledge of principles and practices of land use planning required.  Knowledge of strategic planning principles preferred.  AICP certification is preferred but not required. Annual salary commensurate with experience.
